1.Fold and sew each piece of fabric lengthwise, right sides together. Turn each piece to the right side, using a loop turner. Slide the narrow strip of stretch fabric onto the Alice band. 
2.Tie the other piece of fabric around the Alice band. Position the knot as you wish. 
3.Tack the ends of the inner fabric piece over the end of the Alice band to prevent it from sliding up under the outer fabric. Drape the ends of the wide piece of fabric nicely around the end of the Alice band and tack into place. Fold the grosgrain tape around the ends of the Alice band. 
4.Sew the grosgrain tape to the fabric at the sides and all the way around the Alice band.
